Why we built this

I have watched good businesses skip government work for one reason: nobody in the company had ever read a 200-page tender, and nobody wanted to be the person who missed one form and got the whole submission rejected. The work was doable. The process was the problem.

So we built the thing we wished existed. You describe your company once. From then on the software reads each tender the way a careful proposal manager would, tells you honestly whether you qualify and why, and prepares the paperwork from your own documents. It never submits anything for you. That last part is deliberate: the decision, and the signature, stay yours.

We are a small team in Mumbai. If something on this site is unclear, or the product gets a tender wrong, write to me directly at info@groviatender.com. I read every message.

How a tender goes

Find. Qualify. Respond. Win.

The four words on our logo are the four things that have to go right. Most software helps with the first one.

  1. Find

Tenders that fit your business, not everyone’s

We read CPPP and the state portals every hour and match each notice to what you make, where you work and what you can afford to take on. Or upload a tender yourself.

    • Matched to your industry, states and size
    • Upload a PDF or forward the alert e-mail
  2. Qualify

A straight answer on whether you qualify

Every eligibility clause is checked against your own certificates and work orders. Pass, fail or unknown, with the clause, the page and the document on screen.

    • Turnover, experience, ISO, MSME, people
    • Never a pass without a document to prove it
  3. Respond

The tender response prepared from your own facts

Technical proposal drafted, required-documents checklist filled from your vault, BOQ laid out for your rates. You review, you approve, you submit on the portal.

    • Proposal, checklist and submission pack in one place
    • Nothing is priced or submitted without you
  4. Win

Pursue what you can win, skip what you cannot

A win-potential score, a risk list and a Go/No-Go with reasons, so you spend your team’s time on the tenders you can actually win. Each result makes the next one sharper.

    • Go / No-Go with the reasons written out
    • Corrigenda tracked; scores move with them

Three Mondays

What it looks like for a business like yours

Three kinds of business, three real tenders from this month’s catalogue. The businesses are illustrations we wrote to show the product at work; the tenders, buyers and amounts are real public notices.

A structural fabrication shop that had never tendered

Forty people on the shop floor. Two in the office, neither of whom had read a government tender.

The tender — a real notice

Fabrication, erection, testing and calibration of fixed cone-roof storage tanks

Buyer
Bridge and Roof Company (India) Ltd
Value
₹6.79 crore
Bids close
26 October 2026
  1. It turns up in their list on its own, because their profile says “steel fabrication, tanks and structures” and their turnover is in range.

  2. The experience clause is pulled out and put next to their biggest completed jobs, so the office can see in a minute whether a similar work order qualifies — instead of on page 37, the night before.

  3. The documents it asks for are ticked off from what they already uploaded. What is missing becomes a short list, not a surprise.

The shop decides to bid knowing exactly where it stands — or decides not to, and gets the week back.

Roads, drains and buildings across Delhi and the NCR. They can bid on more than they can win, and they know it.

The tender — a real notice

Remodelling an existing storm-water drain with RCC precast sections

Buyer
Public Works Department, Delhi
Value
₹19.7 crore
Bids close
27 October 2026
  1. Before reading the tender, they open the buyer: what this department has bought before, how often, and in what sizes.

  2. Where a buyer publishes its award notices, Grovia reads them: who won, at what price. One name winning everything is a different decision from a spread.

  3. Those same award notices give a contract period, so a contract running out shows up as the next tender to prepare for — months ahead.

They stop treating every notice the same, and spend their estimating time where they have a real chance.

A testing and calibration firm with a narrow specialty

Eleven engineers, NABL-accredited, and a speciality that usually hides inside someone else’s larger contract.

The tender — a real notice

Maintenance of a 33/11 kV HT substation, including testing and calibration of transformers and breakers

Buyer
Military Engineer Services
Value
₹90 lakh
Bids close
17 October 2026
  1. The calibration work is buried inside a maintenance contract. Matching looks at what the work involves, not only the category it was filed under, so it surfaces anyway.

  2. Their accreditation certificate and instrument calibration records are in the vault; the checklist warns that one expires before the closing date.

  3. The proposal draft describes their method from their own past reports, with every claim traceable to a document.

A small firm sees the work that was always out there, and arrives with its paperwork current.

Every clause, checked against your documents

Turnover, net worth, similar works, ISO, MSME, key staff: each requirement is pulled out of the tender with its page number and compared with what your vault proves. Where you fall short it says so plainly. Where it cannot tell, it says “unknown” rather than guessing.

Respond & Win

The paperwork prepared. The decision stays yours.

The technical proposal is drafted from your own facts, with every claim pointing at the document behind it. The required-documents checklist fills itself from your vault and lists what is missing while there is still time. The BOQ is laid out for your rates, and a submission pack is built once you approve.

  • Go/No-Go with reasons, win-potential score, risk list (EMD, PBG, LD, payment terms)
  • Files named the way the portal expects, plus a step-by-step submission checklist

Almost every public road, bridge and hospital you pass was a tender once.

Somebody found it, qualified for it and got the paperwork right. Plenty of them were not large companies — just the ones who were ready when the notice went up.

What nobody else has

Anyone can list today’s tenders. We know the market behind them.

Every notice we read is attached to a canonical organisation and kept. After enough of them, you stop looking at a list and start seeing a market: who buys this, how often, at what price, and who keeps winning it.

Figures rounded down from our database.

The question a tender list can never answer

“This buyer’s current contract runs out in eleven weeks, they re-tender it every eighteen months, the last one went for ₹4 crore, and the same firm has won it twice.”

None of that is secret — it is all in award notices that are published and then ignored. We read them, so you can be ready before the tender appears rather than twelve days before it closes.

Why it matters

Doing it by hand is why most businesses give up on tenders

The work is doable. The process is what breaks people. Here is what changes.

Doing it by hand

  • Skim 200 pages and hope you did not miss a clause
  • Guess whether your turnover certificate counts
  • Discover a missing document the night before
  • Pay a consultant ₹25,000 to ₹50,000 per tender, on trust
  • Find out why you lost from nobody

With Grovia Tender

  • Every clause pulled out and checked, with the page number
  • Your figure next to the requirement, with the proof linked
  • The checklist fills itself from your vault; gaps listed early
  • From ₹1,999 a proposal, and you see every step of the work
  • Outcome recorded; the next proposal starts from what you learned

Built to be trusted

Four things it will never do

Software that touches government tenders should be boringly predictable. These are rules in the code, not preferences.

Never submits anything for you

There is no code that talks to a portal for you. You download the pack and submit it yourself.

Never signs anything

No digital signatures, no DSC handling. Declarations are drafted for you to read and sign.

Never sets a price alone

It extracts the BOQ and does the arithmetic. Every rate is entered or approved by you.

Never claims without proof

A condition is marked met only when a document shows it. Guesses are labelled as guesses.

Public portals are read the same way: openly, with our name on every request, never past a login or a CAPTCHA. The policy is public at groviatender.com/bot. Details on data handling are on the security page.
